Solving conflict

Updated orchideeoasis.f90 so that it does not print too much information. The new version of routing.f90 now deals correctly with restarts even if the routing_graph.nc file is not present. The dimensions of the fields (nbasmax, nbmon,nbinflows) are used to check if the restart is consistent with the routing_graph.nc. Should there be an inconsistency then the routing_graph.nc takes precedence.

Adds the call to xios_orchidee_closedef for the ORCHIDEE context. it also desactivates the couling of rivers to NEMO when the new routing is called. This will evolve once the newrouting will run.

This change is done by the libIGCM in order to fill in the billing project. But it should not be committed else the script will not work for other projects.

A version of the new routing which works in the ORCHIDEEOL test. Some bugs needed to be corrected so that if the floodplain is not activated some parts of the code are not used. The default ORCHIDEEOL was also updated.

Not sure it will work on other platforms. To be tested.

This still needs to evolve a little so that these parameters are better mastered.

Options are added in order to adjust the infiltration rate over the floodplains and the intensity of evaporation. Mail of Anthony on 8th of June 2021

This commit adds the changes to xios_orchidee.f90 which were forgotten before. But more importantly it updates the off-line drivers and testrouting.

routing.f90 is updated and all the dependencies satisfied. But now testrouting will not compile as it has lost the links to the old code.

Implements the reorganisation of XIOS so that the contenxt is not closed before all modules are initialized. This means that some variables cannot be outputed anymore in thermosoil and condveg. This commit also updates routing_reg so that it work with the new XIOS organisation. It also provides the new xml files needed. The standard xml files have not yet been updated.

NOTE: might differ from source because it is taken from a prevoius version of RegIPSL

Jean-Zay : add a job template to compile the system within the compilation queue, needs to be copied into RegIPSL/modeles

modeles : create ARCH directory to gather system architecture files and modify makeregipsl accordingly

makeregipsl : intent to deal with xios compil issue on JZ, but best way is to use a job in the compil queue
