Test the dz limiter. It must now be between the minimum dz in the original data and the difference orogÃ_max and orog_min of the HTU.

Propose various metods to compute topoindex on the HTUs. The river length and elevation change within the HTU are not archived in the routing-graph file.

The river segment length and river segment elevation change per HTU is now carried until routing_reg_globalize. This allows to explore other methods of computing the topoindex.

Improves the treatment of "undefined HTUs". There was a lack of consistency between the Python and F90 part. This is now clarified and the routing-graph.nc file can more easily be processed.

Topoindex will become optional if orography is present.

Optimized memory management. In nearly all cases the dimensions used for variables in routing_reg.f90 are now passed in argument.
This change has shown a bug in killbas which still needs to be solved.

The fact that performing the sums in different order still induces differences but they are small.

The addition of a landsendtohalo to fetch_basin does not work. Leads to a lock-up in truncate.

But there still seems to be an issue with the calculation of the fetch.

Prepares and tests functions to echange halo and make some operations on core points only (zero and sum).

Corrected some stuff and ensured that the diagnostics from the F90 part are now written into files. This allows for finer diagnostics of the computation there.
