Make dynamico XIOS3 compliant

MEURDESOIF Yann requested to merge feature/xios3_update into master

A switch has been added to choose between compiling dynamico with xios2 or xios3 in command line argument -with_xios2 ==> xios2 -with_xios3 ==> xios3 -with_xios ==> default is xios2 (for now and will be xios3 in future)

  • Slight change in code
  • 2 version of XML file following the version of xios choosed
