Remove selection from upper bounds with ncks by introducing bc command (that treat with floats) and by removing just one secondfrom the end of the day

- `-u` option was not correctly managed

- update script to allow zip as input
- add configuration of orly02 and roissy27

- update raw2l1 to v3.x.x
- change version of python in scripts

- wrong use of bash array
