35 publishers abbreviation are compliant with ISO 4 standard

* Create a list of publishers with abbreviation and synonyms
* Abbreviations are compliant with the ISO 4 standard
* Abbreviations come from the Journal Ciration Repports / Journal profile / ISO
* Abbreviation have been cross-checked with the `inspirehep.net` database. When a difference appears the `inspirehep` value enter in the synonym field.
* Additional synonyms come from the CPPM database.
* Few bugs fixed here and there.

* Move the class `CheckAndFix` from the package `invenio_tools` to `harvest_tools`.
