[ROD] Handover feature

Add a panel "handover" into the dashboard with the following possibilities

  • Define a group of persons to communicate with (ex : NGI_UK) .This group is composed with users registered in the DB
  • Define communication with this group (email could be sent), handover should be visible by the users in the group
  • The group should be editable and modifiable by the creator . Anyone in the group could remove himself
  • An entry should be created for each user of the group
  • create test unit for group and handover
