Create a component for the complete CI worfklow

The goal is to create and add a global component that will be shared across all Phoenix projects. This component will centralize and orchestrate the execution of all other components, establishing a unified workflow for the project—including building, testing, generating documentation and coverage, and creating and publishing a Conda package on prefix.dev
