run workflow sequentially

It would be great to be able to run first the baseline calculation, then run the sensitivity study by turning sensitivity_study from false to true. Same for background_study.

This requires to split the build_workspace in build_workspace_baseline, build_workspace_sensitivity and build_workspace_background. Each of which would generate a workspace_baseline.flag, workspace_sensitivity.flat and workspace_background.flag.
