Write dedicated PGO chapter

Did not get the chance to send the right environment setup instructions early enough for the 2025 edition of this course, but now the environment setup is fixed so all that's left to do is insert a PGO chapter before the unsafe iterator chapter, then reword the latter to more accurately describe the effect of the custom iterator implementation.
