Add populate scripts and admin front-end

Add population scripts using dlt:

  • 2 sources: pyessv & WCRP jsons (included in merge, TODO: use httpx to fetch latest)
  • A few manually created collections for project, mip_era, XXX-constant, ...

Move API routes to subroute /api

Add starlette_admin admin front-end and API under subroute /admin
