add StrucID field in the HAL API import

Summary

This is an improvement to API import from HAL. Many users would like to be able to define a list of structID one the fly instead of using the hard coded list (or complementary to).

This could be implemented as an additional entry in the drop down list "filter with organization:" : adding 'Other' as a new entry and when this entries is chosen, displaying an input field : "Enter your HAL structure IDs separated with comma".

Then, the query is the same as the one with the lists of hardcoded structIds.

Question

Can we estimate the difficulty of this task? It is not a priority but if it is really straight forward, we could implement this in the short term.
