selinv Fortran code to integrate?

The selinv submodule wraps Fortran code for selected inversion of symmetric sparse matices. The code is not properly wrapped into Python and is not used anywhere in the lemaitre packages. Actually it is excluded from main branch and releases. The code is confined in the branch selinv_fortran_bindings, see the README there for more details.
