Update sampling rate and filter parameters

LISANode was updated (https://gitlab.in2p3.fr/j2b.bayle/LISANode/-/merge_requests/293) to use

• 4 Hz as the measurement sampling rate
• 16 Hz as the physics sampling rate (upsampling rate of 4)
• [1.1 Hz, 2.9 Hz] as the antialiasing filter transition rate

We should update lisainstrument to use the same default values.
