Add a first model for measurement/readout noise

We currently have the following noises implemented:

• laser
• modulation
• clock
• backlink
• ranging
• test-mass

We need some kind of measurement/readout noise in LISA Instrument (to approach the noise curve of LISANode, and have a noise curve shape that's closer to what's expected).
