Implement higher modulation noise for right-sided MOSAs

We currently have the same (incompletely updated by !36 (merged)) modulation noise in both left and right MOSAs.

We expect right (or left, to be decided) MOSAs to carry a higher modulation noise due to the frequency distribution system onboard LISA. A first rough model is to have a modulation error level 10 times higher in the right-sided MOSAs.
