Resolve "Error when using an non zero initial_telemetry_size"

Closes #123 (closed)

• Uses physics_t_withinitial to read TPSs from orbit files v2.0
• Write MOC time correlations to measurement file (no need to use keep_all=True)
• Add unit test for initial_telemetry_size

Thanks @aurelien.hees! I've added a unit test to make sure that initial_telemetry_size works for all versions of orbit files we support, and it seems to work out. Merging.
