Fix Hillas

This PR should:

• fix current bugs in master preventing tests to pass
• add the new implementation of Hillas consistent with ctapipe
• include unit test to test the consistency of Hillas vs ctapipe

This should entirely fix issue #3 (closed) and #10 (closed)
