feat: Update to phoenixcitoolkit@3.0.1 to use "single pipeline" semantic release workflow 

New components from phoenixcitoolkit allow to replace the version at the beginning of the pipeline instead of doing it during the semantic-release job. This way we can build the package with the right version directly and skip entirely the tag pipeline.

Semantic release job also has fixed execution rules (not running if a needed job failed)

BREAKING CHANGE: replace-package-version, semantic-release and pixi-doc components are removed, now available in phoenixcitoolkit directly. phoenix-workflow-cpp component has 2 new inputs: upload-channel-dev and upload-channel-stable (upload channels for the build package), and one less input project-name (using package-name instead)
