Change container ci

Enrique Garcia requested to merge change_container_ci into master
  • Change deploy docker image (singularity:gitlab-2.6) to generic python 3.6 image. Avoid intermediate steps and is extremely faster !
  • format 'python format' for the upload and new_version scripts
