Revise good beam selection.

This is a patch update for proc4.

What's patched

  1. Fix the issue that yield macro was using wrong run numbers for Sample 25.
  2. Improve good beam selection in runQltyMonitor.C. No more mis-kill at the beginning of runs. Exclude the last second events of each run. Lower the T1_ion rate requirement to prevent mis-kil.
  3. Other plot improvement in yield macro. momscan_runs_after_revision
