Update to match unpinned dependencies
Breaking changes come mostly from pytorch>2, lignthing>2 and ctapipe (0.10 -> 0.19)
- CI/CD with dev/test/base and prod images
- update to pytorch > 2.0
- update to ctapipe > 0.19
