Remove selection from upper bounds with ncks by introducing bc command (that treat with floats) and by removing just one second from the end of the day

Avaibility of the bc command should be check as it was tested locally. @marc-antoine.drouin Can you check on a file to be sure ? In particular, the following file has a duplicated time index (the last) with the next day's file
