Error in unit documentation of test-mass noise

Test-mass noise in "noises.py" is generated in units of velocity [m/s], but documented as a fractional frequency deviations (missing factor of c). The units are consistent, as in the simulation we do assume units of velocity and rescale by laser_frequency / c to obtain the frequency shift on the laser beam -- but the documentation should be fixed.
