Resolve "Simulate electronic delays"

Jean-Baptiste Bayle requested to merge 51-simulate-electronic-delays into master

  • New simulation parameter electro_delays (3-tuple for each type of interferometer)
  • New intermediary quantities electro_{isc|tm|ref}_{carrier|usb}_{offsets|fluctuations} for beatnotes delayed by electronic delays, at physics sampling rate, after they have been resampled to THE but before they are filtered and downsampled (these quantities are written to measurement file if keep_all = True)
  • Total frequency quantities are computed after beatnotes are resampled to THE, electronic-delayed, filtered and downsampled
