* Add NPToolLogon.C script which loads all relevant NPTool information 

  when a ROOT session starts.
     + header directory (NPLib/include) is declared
     + libraries in NPLib/lib are loaded

* new version of the rootlogon.C file calling the NPToolLogon.C script.
