Prepared Environment for IDRIS.

First version of the station data management software together with a sample file for the statin metadata. This is the first step to positioning the stations onto the HTUs generated by RoutingPreProc.py

Optimize the size of the hydro data box read for each domain. Reduces a little the computational time of weight calculation.

Optimized memory management. In nearly all cases the dimensions used for variables in routing_reg.f90 are now passed in argument.
This change has shown a bug in killbas which still needs to be solved.

Some clean-up of the code and supression of the call to the plot routines in the main. That is replced by Anthony's code.

I verified that we can read the weight with another processor partition as the one use to compute them.
Small differences appear because of different rounding errors on the individual processors and the core proc who gives his values to the file.

Small change to avoir error when sorted_outareas is smaller than largest_pos (it occurs in Pantanal_n48)
